CONCEPT MASTER PLAN
The master plan reinforces the existing site layout by locating like uses and facilities adjacent to one another. These clearly defined districts eliminate or minimize use conflicts during the fair and allow for a variety of different non-fair uses to occur simultaneously.
Vehicular access is improved by providing separate visitor and service access onto the site. Three public entrances are clearly identified with architecturally enhanced gates for visitors. Two are located on 16th Street, one providing access to the Mathewson Center and the other aligned with State Fair Boulevard. A third is located on Highway 65 and is aligned with the Coliseum. Separate, less prominent service gates are provided at controlled points on 16th Street, U.S. 65 and Clarendon Road. Service access areas and parking are separate from public areas and visitor vehicular circulation. A service corridor with appropriately sized service courts is provided at the perimeter of the complex.
The master plan simplifies pedestrian circulation through the establishment of looped streets, pedestrian ways and sidewalks which is reinforced by focal points, allees and quads. One of the focal points is a tower located in a proposed central quad that includes the existing Administration Building. Architecturally enhanced gates are located at key pedestrian entry points. The existing historic main gate is relocated to a Midway entrance near the proposed mall. Allees of trees reinforce major axes and quad areas.
The master plan identifies the proposed total build-out of the site. Existing structures to be renovated or demolished are identified in the appropriate illustration as well as proposed construction. A phasing plan with budget estimates has been developed.
The image of the site is enhanced by architectural elements such as entry gateways to the site and to pedestrian areas, a central tower, building enhancements, lawns (quads), trees (allees) and new structures.
